Can Foreigners Get a Loan in Singapore?

Yes. Foreigners working in Singapore on valid work passes can borrow from licensed moneylenders regulated by the Ministry of Law. Some banks also offer personal loans to foreigners, though their income and eligibility requirements are higher.

Licensed moneylenders accept Employment Pass (EP), S Pass, and Work Permit (WP) holders. Self-employed foreigners with proof of income can also apply. The key requirement is a valid work pass with at least six months remaining and verifiable income documentation.

This guide covers eligibility by pass type, what the law says about borrowing limits for foreigners, the documents you need, what borrowing costs, and how the application process works.

Eligibility by Work Pass Type

Employment Pass (EP) holders

EP holders typically earn above $5,000 per month (the current qualifying salary threshold). They have the widest borrowing options — both banks and licensed moneylenders will consider their applications. Banks usually require a minimum annual income of $30,000 for foreigner applicants. Licensed moneylenders have no fixed minimum income requirement, but borrowing limits are set by the Moneylenders Rules based on annual income.

S Pass holders

S Pass holders earn at least $3,150 per month (2026 qualifying salary). Most banks do not offer personal loans to S Pass holders. Licensed moneylenders do. Your borrowing limit depends on your annual income under the Moneylenders Rules.

Work Permit (WP) holders

Work Permit holders are generally not eligible for bank personal loans. Licensed moneylenders accept WP holders. Borrowing limits at lower income levels are more restrictive — see the borrowing limits section below. You will need your WP card, passport, and recent payslips.

Self-employed foreigners

Some licensed moneylenders, including EZ Loan, accept self-employed foreigners with proof of income. Acceptable documentation includes bank statements, a Notice of Assessment from IRAS, or invoices showing regular income. Your borrowing limit is assessed the same way — based on annual income.

Borrowing Limits for Foreigners Under the Moneylenders Rules

The Ministry of Law sets aggregate borrowing limits that apply across all licensed moneylenders combined (not per lender). For foreigners residing in Singapore, the limits are:

  • Annual income below $10,000: maximum $500 across all licensed moneylenders

  • Annual income $10,000 to $19,999: maximum $3,000 across all licensed moneylenders

  • Annual income $20,000 and above: up to 6 times your monthly income across all licensed moneylenders

These are aggregate caps. If you already have an outstanding loan with another licensed moneylender, the remaining amount you can borrow from any other licensed moneylender is reduced accordingly. Lenders check your existing obligations through the Moneylenders Credit Bureau (MLCB).

For comparison, Singapore citizens and permanent residents have slightly different tiers at lower income levels, but the same 6x-monthly-income cap applies once annual income reaches $20,000.

What Does a Foreigner Loan Cost?

The statutory cost caps under the Moneylenders Act apply equally to foreigners and Singapore residents:

  • Interest: maximum 4% per month, calculated on the reducing balance (you pay less interest as you repay)

  • Administrative fee: maximum 10% of the loan principal, charged once

  • Late payment fee: maximum $60 per month

  • Total cost cap: interest plus all fees combined can never exceed 100% of the original loan principal

Worked example at the statutory maximum: A foreigner borrows $3,000 for 3 months with equal monthly repayments. Interest at 4% per month on the reducing balance: $120 in month 1 (on $3,000 outstanding), $80 in month 2 (on $2,000), $40 in month 3 (on $1,000). Total interest: $240. Maximum admin fee: $300 (10% of $3,000). Total repayment: up to $3,540 including the admin fee. Individual lenders may charge less than these caps.

By comparison, bank personal loans for foreigners (where available) carry annual interest rates of roughly 3.5% to 9% per annum — significantly lower, but with stricter eligibility. Most banks require EP holders with annual income of $30,000 or above.

Documents Required for a Foreigner Loan

What you need to bring depends on your pass type and employment status. The core requirements are:

  1. Passport — valid, with at least 6 months remaining

  2. Work pass card — Employment Pass, S Pass, or Work Permit with at least 6 months remaining

  3. Proof of income — last 3 months of payslips. If you have not received a payslip yet, an employment contract with stated salary may be accepted. Self-employed borrowers should bring bank statements or other income documentation.

  4. Proof of residential address — a utility bill, phone bill, or bank statement showing your address in Singapore

Foreigners do not need Singpass to apply at a licensed moneylender. The identity verification is done in person at the branch using your passport and work pass.

How the Application Process Works

You can start by applying online or contacting EZ Loan via WhatsApp. However, under the Moneylenders Act, all borrowers must complete a face-to-face identity check at the branch before funds can be released.

Step-by-step:

  1. Submit your application online, via WhatsApp, or walk in to either EZ Loan branch (Beach Road or Marina Square)

  2. Bring the required documents (passport, work pass, payslips, proof of address)

  3. A loan officer reviews your application, verifies your identity and documents

  4. If approved, the loan officer explains the full terms — loan amount, interest rate, repayment schedule, and all fees — before you sign

  5. You sign the loan contract only if you agree to the terms. There is no obligation to proceed.

  6. Funds are disbursed the same day via bank transfer, PayNow, or cash

Processing time may be slightly longer for foreigners than for citizens and PRs due to additional document verification, but most applications are completed within a single visit.

Licensed Moneylender vs Bank: Which Option Works for Foreigners?

The choice depends on your pass type, income level, and urgency.

Banks offer lower interest rates (roughly 3.5% to 9% per annum) but typically require Employment Pass holders with annual income of $30,000 or more. Processing takes several working days. S Pass and Work Permit holders usually do not qualify.

Licensed moneylenders accept a wider range of work passes and income levels. Interest is higher (capped at 4% per month) but the process is faster — most applications are completed the same day. All loans are governed by the Moneylenders Act, which caps fees and total charges.

If you qualify for a bank loan and the timeline works, a bank loan is typically cheaper. If you need funds quickly, do not meet bank thresholds, or hold an S Pass or Work Permit, a licensed moneylender is the practical option.

What Happens to Your Loan If Your Work Pass Expires?

Your obligation to repay the loan remains even if your work pass is not renewed. Leaving Singapore does not cancel the debt. If your pass is expiring or your employment is ending, contact your lender as early as possible to discuss options such as early settlement or restructured repayment.

Your work pass is typically cancelled within about 30 days of your employment ending. Plan ahead so you can settle or arrange repayment before you leave.

Frequently Asked Questions

Can I get a loan in Singapore on a Work Permit?

Yes. Licensed moneylenders accept Work Permit holders. Your borrowing limit depends on your annual income: below $10,000, the cap is $500 across all licensed moneylenders; between $10,000 and $19,999, it is $3,000; at $20,000 or above, it is up to 6 times your monthly income.

Do I need Singpass to apply for a loan as a foreigner?

No. Foreigners typically do not have Singpass. Licensed moneylenders verify your identity using your passport and work pass in person at the branch.

Can I borrow from more than one licensed moneylender at the same time?

You can, but your borrowing limit is aggregate — it applies to the total amount owed across all licensed moneylenders, not per lender. Lenders check your existing obligations through the Moneylenders Credit Bureau.

What if I just arrived in Singapore and do not have payslips yet?

Some licensed moneylenders, including EZ Loan, accept an employment contract with stated salary if you have not received your first payslip. Each lender sets their own policy on employment history requirements.

Can I use the loan for remittance?

There are no restrictions on how you use loan proceeds from a licensed moneylender. Many foreign workers use part of their funds for remittance. Consider whether the total cost of borrowing makes this worthwhile compared to waiting for your next salary.

How do I verify that a moneylender is licensed?

Go to the Ministry of Law’s Registry of Moneylenders at rom.mlaw.gov.sg and search by company name. If the lender is not on the list, they are not licensed.
